The nominal capacity of 10000 mAh describes the built-in battery. How much of it arrives at the end device depends, among other things, on voltage and charging losses; this does not result in a fixed number of complete smartphone charges. For USB-C, check whether the port is intended as an input, output or for both directions according to the product equipment.

The plug form alone does not occupy a fast-charging function.

The specified battery capacity is 10000 mAh. No fixed number of complete smartphone charges can be derived from this: device size, conversion losses and simultaneous use influence the actual possible recharging.
